"We sent two offers to London," Valery Karpin, who is also Spartak"s chairman, told Sport Express.
"One for 10 million euros [$14.2 million] for the immediate purchase of Pavlyuchenko and another for 13 million euros on a loan then purchase deal for 1 million euros now and another 12 million in a year"s time."
"However, these offers didn"t suit Tottenham and they told us the price for Pavlyuchenko was 20 million euros [$28.4 million]," Karpin added.
Pavlyuchenko signed for Tottenham from Spartak for $28 million in August 2008. He scored five goals in 30 Premier League matches in his debut season, hitting another eight in cup competitions, including six as Spurs reached the final of the League Cup.
The 27-year-old Russian international striker has played less than 15 minutes in Tottenham"s first four games of the 2009/10 season. The North London club is top of the Premier League after wins over Liverpool, Hull, West Ham and Birmingham.
