In mid-February, Medvedev ordered the government to rid Russia"s legal system of contradictions which create obstacles to the housing reform as outlined in his November"s state of the nation address.

The president noted that World War II veterans across the country are not infrequently obliged to have legal proof that they are in disadvantaged circumstances before joining the housing queue.

Prime Minister Vladimir Putin signed on March 30 a decree ordering the government to allocate 34,5 billion rubles for providing war veterans with housing.

Although Russia"s victory over Nazi Germany is still a source of national pride, thousands of war veterans have been left on the brink of poverty following the collapse of the Soviet Union in 1991.
